New Pharmacy building slated for 2012 opening

The latest gaping hole of construction at UBC is an indication of good things to come, as the Faculty of Pharmaceutical Science finds a new home on campus.

Expected to open in September of 2012, the faculty’s new home will cost $133.3 million. Around 900 pharmacy students will make use of the building by 2015, a 50 per cent increase. It will also include the Canadian Drug Research and Development (CDRD).

Dr. Helen Burt, the faculty’s acting dean, is excited for the structure and design of the new building.

“We’re going to have some of the best infrastructure for teaching and learning anywhere on campus—state of the art teaching facilities for small group learning and for larger groups we’re going to have a real pharmacy clinic located in the building,” said Burt.

The building design will also be set up to mimic the natural environment, with an emphasis on using BC lumber products.

“It is intended to be conceptualized like a tree,” Burt told The Ubyssey, adding that even the windows will be designed to reflect the images of the trees.

As the new building enters the third of four stages of construction, current and prospective students will be housed in the Cunningham Building, where the Pharmaceutical Sciences are currently located, as well as different locations around campus.

“The faculty is committed to move ahead in advance of having the building open. They feel they can accommodate at least the first years using alternatives, like Swing Space. By opening time they’ll have a full two years of enrolment,” said Nancy Knight, UBC’s Associate VP of Campus and Community Planning.

At the 86 million dollar behest of the BC government, the timing of the new facility is imperative in addressing a shortage of pharmacists in BC.

“The population of BC has grown and the demographic is aging, meaning more people require medication, but they haven’t increased the number of placements in the faculty in the last 25 years,” said Marshall Moleschi, registrar of the BC College of Pharmacists.

Moleschi added that “it was really urgent to get space because the facilities are so dated.”

Despite plans for increased seats in the faculty some students remain sceptical.

“Right now the big thing is just getting in,” said Vicky Sharma, a second year Sciences student waiting to hear back on his applications for the pharmacy program. “It’s tough because so many people apply and an [increased number of seats] is great but I think it will always be very competitive.”

The opening of a pharmacy program elsewhere in BC has not been ruled out, as far as Moleschi is concerned.

“Medicine has expanded around the province. The Faculty of Pharmaceutical Sciences is also looking at that. Right now, they chose to go with a building expansion—the building was old when I went to UBC in the 70s, so it’s really old now.”

Moleschi emphasized the importance of the new structure.

“It’s a modern building, modern facilities and modern teaching methods,” said Moleschi.

“It’s not just a building but a way of learning.”

    Mr.Moleschi that doesnt make much sense. With a new building ubc will graduate 224 pharmacists in a few years. Medicine will graduate 288 with its distributed program.

    Pharmacy does not need a distributed program as the new building almost will match medicine’s graduation class.

    A distributed program will graduate too many pharmacists in BC which would be bad!!!

    Who needs 900 pharmacy students here in BC, when thanks to Mr. Moleschi, community pharmacists will become obsolete. They will be replaced by much cheaper and less knowledgeable Regulated Pharmacy Technicians. Check this out here:

    The College of Pharmacists of BC, and especially its registrar Marshal Moleschi worked on this not even informing the registrants. When finally the community pharmacists get this information almost 90% of them who attended the meeting voted against the regulation in order to protect the public. Link:

      The College of Pharmacists of BC added Regulated Pharamacy Technicians BECAUSE there is a shortage of pharmacists in British Columbia.

      It isn’t a danger to public safety that John the pharm. tech is filling your doctor’s prescription for Xanax. He isn’t the one prescribing a substitute or , he’s only putting the number of pills into a bottle. He’s also the one putting your perscription into the system for either himself or the pharmacist to fill.

      Research your points before you make them.

      We have a shortage of pharmacists and so they add regulations to pharmacy technicians, it’s reactionary.

    Dear Mr. Moleschi:
     
    I am a Canadian Citizen.  I graduated from the University of British Columbia, Canada with a degree in Bachelor of Science in Pharmacy.  I practiced as a pharmacist in British Columbia for a few years and moved to the United States and worked there for about ten years.  I wanted to return to practice as a pharmacist in British Columbia, Canada because I am a Canadian Citizen.  I found out today that for me to return to practice as a pharmacist in British Columbia, Canada, I need to write the follow exams:
     
    Jurisprudence Examination, PEBC examination, and Knowledge Assessment Examination every ten years. 
     
    I asked the College of Physicians and Nursing and found out that for Physicians to return to practice in a situation similar to mine, they have to write ZERO examinations.  For nurses to return to practice in a situation similar to mine, they have to write ZERO examinations, and both professions (Physicians and Nurses) do NOT have to write the knowledge assessment examination every ten years.  ONLY Pharmacists do.  That is why Physicians can retire at sixty five years old, nurses can retire at sixty five years old, but the average retirement age for pharmacists is ONLY around forty years old.
     
    I believe that physicians have blond hair and blue eyes.  Therefore, they are treated fairly.  I believe nurses have blond hair and blue eyes.  Therefore, they are treated fairly.  However, most pharmacists have dark hair, dark eyes, and darker skins.  Therefore, they are subjected to strict regulations and oppressions.  I believe the College of Pharmacists does NOT want to see Asian Canadians to be successful eventhough we have University educations.  Today, even nurses graduated from colleges are more successful than pharmacists with an University degree.  Why are pharmacists so unsuccessful?  That is because most pharmacists have dark hair, dark eyes, and darker skins.  Therefore, I believe there is racial discrimination against Asian Canadians because Asian Canadians have dark hair, dark eyes, and darker skins.  Us Asian Canadians want to be treated as a white person.  Us Asian Canadians want to be treated as someone with blond hair and blue eyes.  Us Asian Canadians want to be treated as regular Canadians.
     
    I want you to treat me as a white person.  I do NOT want you to discriminate against me because I am an Asian.  I want you to treat me like a physician or a nurse with blond hair and blue eyes.  Therefore, I do NOT want to write any examination because I do NOT want you to discriminate against me because I am an Asian.  I want you to return my pharmacist license so I can work as a pharmacist until I am sixty five years old NOT forty years old.  Us Asian Canadians DESERVE to be successful like any other Canadians.  Us Asian Canadians DESERVE to be treated like any other Canadians.  If you College of Pharmacists refuse to treat us Asian Canadians like any other Canadians, then I will leave my profession of pharmacy, and I will have LEGAL fights against you.  I will tell the whole world what you are and how racist you truly are.  Thank you.       Here’s the thing, you went to the United States to practice medicine for a decade. That means when you come back here, you have to reacquaint yourself with the pharmacy system in this province.

      It isn’t a matter of race.

      White, brown, black pharmacists who go to another country to practice pharmacology then come back all get screwed the same way. You’re not special, it’s a broad policy that isn’t arbitrary but is incredibly stupid. You graduated here, and thus the college expects you’ll be practicing here. Expose yourself to another system for that long and they’ll make you take exams because there is a difference in the codes and terminology in the country you worked in.

For some reason, white applicants are always favored after the interviews. For some reason, they feel that white applicants are more suited to become doctors.

      You’re actually comparing Physicians with Pharmacists. Clearly you don’t know, Pharmacists deal with pills and doses, Physicians deal with a range of healthcare applications yet not pills and doses. Thus they don’t have to take any exams since most Western countries have similar medical practices.

      Of course, not all countries have similar procedures when it comes to medications. That’s why certain meds are banned in Canada and Europe, but not in the US. Some are used in different ways. Some have different guidelines for dosages.

      Perhaps you can see why being exposed to an American pharmaceutical system may be a spot of bother to them.

        Physicians DO deal with medications and doses. After all they do write prescriptions with medication names and doses right?

          Physicians write up prescriptions that Pharmacists then fill. Dermatologists and Psychiatrists also writes prescriptions, but since they aren’t the ones filling those prescriptions they don’t get the exams.

      They’re making you write the examinations BECAUSE you chose to work in the United States of America instead of British Columbia. Again, doesn’t matter what race you are, go work in America, you will find some exams waiting for you upon return.

If I were to stay in Canada and work as a pharmacist here, I would still not write your knowledge assessment examination. Yes, there is a lot of racism in the USA, but not at a government level. Racism in the USA is more at a private level, ex. customers complaint against Asian pharmacists, black people are called the “N” word, Hispanic people are called the “W” word, Americans like to tell Asians to “go home”. Here in Canada, racism is more at a government level, like the College of Pharmacists of BC. Citizens in Canada are very friendly. Andrew, you know that you will lose. Americans have already tried to implement racism at a government level, but they have failed. I guess Canada is a newer country and does not have that kind of experience yet. Andrew, your racist policy will fall sooner or later. It is for your best interest to accept defeat before you embarrass yourself and Canada any further.

    NO EXAMS. Your logic does not make sense. Your arguement is weak. If there are exams to write, doctors have to write exams, nurses have to write exams, physiotherapists have to write exams, teachers have to write exams, lawyers have to write exams, engineers have to write exams, etc. (you get the point). Out of all the countries in the world and all professions, only pharmacists in Canada get treated like this. Continuing Education is fine. Like doctors or nurses with blond hair and blue eyes. Pharmacists want to work until sixty five years old, NOT forty years old. When ever you treat people differently, it is called discrimination. Whether it is professional or racial. I think it is both in this case.

      Dear lord, John, you are subject to exams as a PHARMACIST, not because you are Asian. White PHARMACISTS also have to do these exams, as well as any other race.

      You should instead approach this EXAM issue from another perspective (race) and instead petition for the removal/reduction of EXAMS for PHARMACISTS -or- the addition/increase of EXAMS for OTHER HEALTH CARE WORKERS.

      I’ve capitalized your issues, and I’m sure we understand your approach, but I am also sure it is not the approach you should take with your issues against PHARMACISTS & EXAMS.

They like to make life difficult for Asians in Canada. Most doctors and nurses are caucasians. Therefore, it is not as difficult for them to keep their licenses. I feel sorry for those white pharmacists out there that they are being treated with anti-Asian policy because they are in an Asian occupied profession. Is it true that there is a shortage of pharmacists in British Columbia so that the College of Pharmacists of BC is going to allow pharmacy technicians (with highschool education plus few months of training) to do pharmacist work? If that is true, how is it going to protect the safety of the public when they get their prescriptions filled? If there is such a shortage of pharmacists in British Columbia then why do pharmacists retire at such a young age (around forty years old)? Why couldn’t you allow pharmacists to work until they are sixty five years old and have pharmacists do pharmacist work instead of having technicians do pharmacists’ work? After all, most pharmacists have five to six years of university education, and only very good students, students with high marks get into the faculty of pharmacy and become pharmacists.             UPDATE ON THE EXTRAORDINARY GENERAL MEETING JULY 13, 2010

            Thank you for standing up for our profession! Thank you for speaking out on behalf of our patients!

            Over 160 pharmacists attended the Extraordinary General Meeting (EGM) on July 13, 2010. Many pharmacists voiced their concerns and questioned the regulation of pharmacy technicians. Disappointingly, the College Board left most questions unanswered.

            Two Board members, Bev Harris and Doug Kipp resigned to speak freely about their concerns against regulation. Pharmacists spoke overwhelmingly against regulation concerned with how public safety and their careers would be affected. This was confirmed by a vote with over 85% of Pharmacists in favour of a resolution not to regulate pharmacy technicians.

            Below are some highlights from the meeting:

            Liability:

            The College Board was asked to provide every pharmacist in B.C. with a letter signed by the registrar and a legal counsellor that exonerates Pharmacists from liability for errors made by regulated pharmacy technicians in both provincial and federal courts.

            Many pharmacists assume that we will not be liable for errors made by regulated pharmacy technicians because regulated pharmacy technicians will carry their own liability insurance. But liability will be determined in a court of law. During the meeting, the College Board stated that regulated pharmacy technicians would be liable for their own work. But they have never stated that pharmacists will NOT be liable for the work of regulated pharmacy technicians. The bottom line is that regulated pharmacy technicians will work unsupervised yet pharmacists will still be liable for their errors.

            Public Safety and Certification:

            The College mandate is to serve and protect the public. Yet their creation of a new health profession of individuals with as little as on-the-job training up to a maximum of 8 months of education receiving verbal prescriptions and performing the final check does not ensure public safety. During the EGM, a couple of Pharmacists pointed out that they must be involved in every step of dispensing from start to finish. That no separation exists between technical and cognitive—both are required to ensure that a prescription is filled correctly and must be completed in its entirety by a pharmacist to ensure public safety.

            Why has the Board chosen not to certify? Making pharmacy technicians certified non-registrants is no doubt a better way to enhance public safety–it standardizes the education of pharmacy technicians and allows pharmacists to supervise and to continue to be involved in every task.

            Cognitive Functions and Expanded Roles of Community Pharmacists

            The College cannot guarantee that pharmacy technician regulation will lead to extra time for cognitive functions. The College cannot prevent chain drug stores from using regulated pharmacy technicians to cut pharmacist hours and decrease pharmacist wages. Chain drug stores will replace you with regulated technicians.

            At the end of the meeting, a Pharmacist motioned to have a referendum sent to all Pharmacists across BC to vote on the regulation of technicians. The Board Chair, Randy Konrad, refused the referendum. A webinar was also requested prior to the EGM to enable Pharmacists across BC to partake in the meeting but the request was ignored.

            Legality:

            The Health Profession Act states that only the health services minister or the Lieutenant-Governor-in-Council can designate a new health profession.

            Federal Food & Drugs and Controlled Drugs & Substances Acts regulations designate the taking of verbal prescriptions of controlled drugs and narcotics by pharmacists only. It also states that “A pharmacist may transfer to another pharmacist a prescription for a schedule F Drug” –ie any prescription medications. (C.01.041.1)

            The College of Pharmacists has no jurisdiction for creating a new health profession. Furthermore, you will be breaking the federal law if you allow a technician to perform functions proposed by the College of Pharmacists.

            We call on the College Board to honour the vote from the EGM resolution and withdraw its initiative to regulate technicians and instead retain the present legislation and/or certify technicians.

    These are the job descriptions of pharmacists. Pharmacy Technicians working as pharmacists is ridiculous! This is NOT found any where in a civilized world!     The Ministry of Health of BC oversees the policies and the actions of the College of Pharmacists of BC. I believe the Ministry of Health of BC is partly responsible for the actions of the College of Pharmacists of BC. Therefore, I would like the Ministry of Health of BC to step in to correct this problem if the College of Pharmacists of BC cannot find a registrar within a reasonable amount of time. Thank you.

    Self destruction among pharmacy co-workers. This is a warning to all people who work in the profession of pharmacy. I have been a community pharmacist for a number of years. What I found was that many of you Asian Pharmacists like to back stab each other, destroy each other’s credibility, and giving each other a hard time. You Asian pharmacists should be ASHAMED of yourselves. That is why Mr. Moleschi look down on you people and implement unfair regulations towards you and trying to end all your careers. It is time to be kind to each other! tolerate each other! and respect each other! Stop making each other’s lives miserable! WE SHOULD BE KIND TOWARDS EACH OTHER REGARDLESS OF OUR RACE OR RELIGION!     Due to the current economic condition in the United States, there is a over supply of pharmacists. Many pharmacies have gone out of business. In the United States, pharmacy technicians do NOT take over the job functions of pharmacists.

    Here in Canada, pharmacists are forced to retire at an early age so that the job can be given to less qualified and less educated pharmacy technicians. Does that make any sense? It is almost like doctors are forced to retire early so that the job can be given to nurses, i.e. nurses work as doctors. Canada is the only country that disqualifies someone because those people have more education. The more education you have, the less qualified you are. Does that make any sense? How would doctors feel if nurses get to prescribe and doctors get to retire at any early age?

    Don’t get the idea that you do not put up a fight because you are nice. People know that you do not put up a fight because you are losers!

    You are only brave, very brave when it comes to hurting people of your own race (your colleagues). That is absolutely what losers do! White people look down on you. Even I look down on you!

I also critize that you Asians treat other Asians worse than White people treat Asians. That is absolutely true!             Js, what did I say that made you so angry of me? Yes, I do NOT know whether you are black, white, or brown. If I assumed that you are an Asian, but you are not then I am glad that you corrected me because I was wrong. Perhaps you are working for the College? and there is NO technicians to replace you, I agree. Yes, I do have friends. The friends that I have are not just any friends. I consider them as my brothers and sisters.
            For your information, I am not drunk. I cannot drink alcohol. I get hives when I drink alcohol because I am allergic to alcohol. Therefore, I can never be drunk.

    Let me clearify, NOT all Asians are bad. Some Asians are really nice. It is just like NOT all White people are bad. Some White people are really nice. As I mentioned before, my best friends are White people. I have two best friends that are Asians, one best friend that is mixed, half Japanese and half white, and one best friend that is Middle Eastern, a Muslim.

    We should treat people all the same, regardless or race or religion.

    Why doesn’t the new health minister change the law so that like the United States, physicians can give ONE YEAR worth of prescription for patients with chronic medical condition such as high blood pressure instead of having pharmacists renew prescriptions without physician’s authorization.

    For pharmacists to “alter dosages”? That means if the doctor prescribes Cardizem 180mg, the pharmacist can change the prescription to Cardizem 360mg? NOTE: There is a big difference between Cardizem 180mg and Cardizem 360mg!!! One is used to treat heart failure, the other dose can worsen the patient’s heart condition and the patient may die as a result!

    This is WHY to practice as a pharmacist you need to have five to six years of University Education NOT highschool graduates with a few months of training!

    I have not worked in Canada as a pharmacist for a number of years. For us pharmacists from the United States to return to practice as pharmacists in Canada, we need to have continuing educations, NOT EXAMS! Please treat us like doctors or nurses with blond hair and blue eyes. There is NO way that technicians with highschool education and a few months of training can do a better job than I can! If my suggestion is not valid due to my unfamiliarity with the current Canadian bylaw, then please correct me if I am wrong. Thank you.
